It's official: Telecom New Zealand to be unbundled

Telecommunications minister David Cunliffe surprised everyone in New Zealand, including incumbent Telecom, by announcing local and sub-local loop unbundling this afternoon on May 3.

It's the whole works:

  • Local Loop Unbundling (LLU)
  • Accounting separation of Telecom's business units
  • Increased powers for the regulator, the Commerce Commission to monitor the telco market
  • Investment incentives for telecomms providers
  • Structural separation of Telecom New Zealand
This goes far beyond what most observers including myself had expected, and it happened much faster than earlier thought as well.

Cunliffe clearly had the support of Prime Minister Helen Clark for the move, as well as the rest of the cabinet.
